Quality Assurance
ISG is a leader in providing trusted Quality Assurance services for public sector organizations implementing complex projects and programs across a wide range of technologies and delivery models. Our mission is to assist clients with project delivery by identifying future risk, increasing communications, addressing change, and managing vendor and contractor relationships. ISG has provided QA oversight on more than 50 initiatives across Washington State, with experience spanning multi-agency programs, system modernizations, cloud migrations, and enterprise solutions.
Overview
ISG’s Quality Assurance practice delivers independent, outcome‑focused services that enable the successful delivery of complex initiatives. Our team brings experience across public sector projects and programs, complemented by private sector technology delivery, combining technical expertise, proven project delivery success, and a practical understanding of organizational dynamics.
ISG’s QA services help leaders identify risks early, make informed decisions, and strengthen delivery practices without disrupting progress. We operate across project, program, and technical domains, tailoring our approach to the specific needs and risk profile of each engagement. Our Approach
ISG’s QA methodology is grounded in collaboration, transparency, and timely insight. We gather information through interviews, artifact reviews, and observation of project activities to assess delivery health across governance, execution, and technical readiness.
We apply a risk-informed approach, focusing attention on areas most likely to impact outcomes at each phase of the project lifecycle. ISG maintains a no-surprises philosophy by proactively communicating emerging risks and themes, validating observations with project stakeholders, and aligning assessments and recommendations with project cadence and leadership needs. This ensures findings are relevant, actionable and timely. Our analysis is informed by PMBOK, Agile delivery models, proven project management practices and industry standard AI tools, however, our judgement, recommendations, and partnership are always informed by our experienced professionals.
ISG balances independence with partnership. While maintaining objective oversight, we work closely with teams to ensure recommendations are practical, implementable, and aligned to the realities of the project environment. This approach helps organizations address issues early, strengthen delivery discipline, and build confidence among sponsors and stakeholders.

Healthplanfinder was originally built using a monolithic architecture that was standard at the time but no longer meets modern enterprise needs for speed and quality of delivery.

Although the system is highly stable, it relies on non–cloud-native platforms and technologies that are approaching end of life.

Re-platforming to a modern architecture is expected to reduce infrastructure support costs and improve the ability to scale system components.
