Client Challenge: A state agency required a comprehensive feasibility study to assess implementing a statewide Individualized Education Program (IEP) platform across approximately 300 local education agencies, each operating under disparate systems and governance models.
Our Solution: ISG led statewide stakeholder interviews, peer research, process mapping, persona and journey map development, requirements gathering, vendor market research and evaluation, and cost-benefit analysis, with findings reported in alignment with state technology and oversight agency standards.
Result: ISG delivered a clear business case and implementation roadmap for a statewide IEP system, including a proposed governance model establishing the agency as the strategic and operational authority. The engagement also produced detailed cost estimates to inform formal budget request development.
