Evaluated technical alternatives, completed a cost benefit analysis, and identified a recommended solution including staffing and organizational models, implementation timeline, and lessons learned for licensing, enforcement and policy administration for credentialing over 50,000 health care professionals in the state.
Washington Dept of Ecology - eTime Quality Assurance
After the enterprise-wide effort to develop the Time, Leave and Attendance (TLA) project was cancelled, the WA Department of Ecology opted to complete implementation of eTime with the TLA vendor to replace its aging time reporting system.
Washington Dept of Social and Health Services (DSHS) - Mobile Application Quality Assurance
DSHS received a grant from the federal Food and Nutrition Services Administration to develop a mobile application allowing clients to manage their Supplemental Nutrition Assistance Program and other economic service benefits.

A system to track and report on court-ordered psychiatric evaluations to determine a defendant’s capacity to stand trial, and/or for restoring the accused’s mental health for a future trial.
Washington Department of Social and Health Services - Electronic Health Records Quality Assurance
An electronic health records (EHR) system for managing in-patient care within the state’s three (3) psychiatric hospital facilities for adults and children. The newly implemented system is intended to automate the full lifecycle of hospital processes from admission, roster management, pharmaceutical, treatment and discharge in a long-term acute care and psychiatric hospital setting.
King County Sheriff’s Office - Records Management System Quality Assurance
Replace legacy systems for managing investigative reports, crime scene and recovered property, and 911 call reporting with a Software as a Service (SaaS) solution that addresses all three (3) functional areas as well as mandated federal crime reporting.
King County Department of Juvenile and Adult Detention (KCDJAD) - Jail Management System Quality Assurance
Replacement of a 40+ year old detention management system with a Software as a Service (SaaS) solution that modernizes and streamlines county practices across 900 uniformed and administrative staff and automates collection of data and reporting.

Monitor the transition of DSHS Individual ProviderOne system to an operational model, report performance against service level agreements (SLAs), contract amendment development and negotiations, staff mentoring, and organizational development.

Washington Health Benefit Exchange (HBE) - Contract Assessment and Renewal Strategy
HBE manages several contracts as part of operating the State of Washington’s health insurance marketplace implemented in 2013. As follow-on services to the original system implementation, ISG provided contract assessment services and provided HBE with advisory services for either re-negotiating renewal or re-procuring services. Three (3) components were addressed in the engagement:

System Integrator (SI) operations contract – ISG surveyed other states and compared the WA contract terms and pricing to similar operations, resulting in a more favorable negotiating position and strategy for Washington. The contract was re-negotiated resulting in significant annual cost savings.

Call Center operations contract – ISG also reviewed the call center contract and compared to similar contracts in other jurisdictions, resulting in an amended contract that is more favorable to Washington.

Call Center Request for Proposal (RFP) – ISG assisted HBE in developing business and technical requirements for re-procuring a call center vendor at the end of the renewal options of the current contract.
