Program Summary
A large public-sector organization faced significant challenges with a mission-critical operational application. Development had stalled following repeated delays, unclear requirements, inconsistent development practices, and reliance on outdated development tools. These issues affected delivery predictability and reduced stakeholder confidence in the program.
The organization needed more than a technology upgrade. It required a structured approach to stabilize the development environment, strengthen the software delivery lifecycle, improve requirements and testing practices, address workforce capability gaps, and rebuild alignment between technology and business leadership.
Our Solution
ISG deployed senior software engineering expertise to assess the organization's development tools, workflows, technical environment, and governance practices. The team also worked with leadership and technical stakeholders to establish a clearer path forward and build support for changes to the development process.
Working alongside the client's technical teams, ISG strengthened Software Development Life Cycle practices, introduced Agile delivery methods, and established more formal Go/No-Go and rollback processes. Development tooling was consolidated and modernized using Microsoft Azure DevOps for source control and build pipelines.
ISG established end-to-end traceability between requirements, development, and testing through Azure DevOps and strengthened collaboration among cross-functional teams. The team also supported improvements to data architecture and design, including development of enhanced data-mapping techniques and supporting tools.
To address longer-term sustainability, ISG conducted a skills gap analysis to identify the capabilities needed to support the organization's future technology environment. Infrastructure supporting the application was upgraded, and business engagement models were refreshed to clarify roles and improve collaboration.
These changes enabled development of the mission-critical application to resume and supported successful delivery of high-priority enhancements while establishing more disciplined, predictable, and sustainable software delivery practices.
