Technical Advisory
Case Study #2
Enterprise Cloud Modernization Program for a State Government Technology Agency
Large Local Government Agency
2023 – 2025
Program Summary
A statewide public-sector technology organization undertook a major cloud modernization initiative designed to transform how agencies adopt, govern, secure, and operate cloud services. The effort extended across multiple state agencies with varying levels of technical maturity, workforce readiness, governance, and cloud experience.
The program centered on two interconnected areas: establishing the technical and governance foundation required for enterprise cloud adoption and preparing the workforce to operate successfully in a cloud-based environment. Participating agencies needed a consistent approach for assessing their current environments, identifying gaps, establishing migration priorities, and aligning future cloud operations with enterprise technology and security standards.
The initiative required coordination across agency executives, technology teams, security stakeholders, and learning and development functions while preserving the flexibility needed to address each agency's unique environment.
Our Solution
ISG provided program-level technical advisory, risk management, and operational readiness support throughout the initiative. Using a standardized assessment methodology informed by NIST and Azure Well-Architected Framework principles, ISG evaluated agency technical readiness, workforce capabilities, governance maturity, infrastructure, and security practices.
The team conducted executive interviews, technical workshops, and workforce-focused sessions and developed agency-specific readiness assessments and cloud scorecards. These deliverables identified current strengths, capability gaps, and prioritized recommendations for infrastructure, security, governance, and cloud adoption.
ISG also helped establish cross-agency governance models and readiness groups to improve implementation consistency, clarify shared-service responsibilities, and maintain alignment with enterprise policies.
To support long-term workforce sustainability, ISG co-developed a cloud workforce enablement approach that defined cloud career pathways, learner journeys, and cloud personas mapped to agency roles. The initiative also supported the transition from capital expenditure to operational expenditure models, development of more transparent cloud cost and pricing measures, and implementation of standardized security controls and continuous monitoring baselines.
Together, these efforts created a scalable foundation for secure cloud adoption and greater interoperability across participating agencies, supporting more consistent and modern digital service delivery.
